Wearing of Uniform by Retired Officers

All regular officers who have retired from service (including Regular Reserve of officers permitted to retain or granted higher rank on retirement from Regular Reserve of Officers) may wear uniform with badges of appropriate rank on special occasions, such as ceremonial parades, entertainment of military nature and other occasions when wearing of uniform would appear appropriate.
Officers will normally wear the Service Dress of the Regiment/Corps to which they belonged before retirement. Mess Dress may also be worn on appropriate occasion. Wearing of Badges of Rank. Badges of rank, to be worn by those entitled to use military ranks, will be those of the last substantive rank, except where the higher acting rank has been held for a minimum period of 2 years at the time of retirement or where the use of the honorary/military rank is specifically authorised.

Surplus Vehicles from Army Disposals

(a) Ex-Servicemen are authorised to apply for one Cl V vehicle on proper
application form after retirement/6 months prior to retirement. The application
is addressed to Dte Gen Resettlement, West Block-IV, RK Puram, New Delhi-
110066 through Unit/Rajya/Zila Sainik Board. The application is required by DGR who allots DGR Regn No and then fwd it to (OS-4H) OS Dte, MGO
Branch, Army HQ, ‘B’ Block Hutments, New Delhi.
(b) A seniority roll is maintained in OS Dte (OS-4H), depot and vehicle
wise and vehs are allotted as per DGR Regn No seniority order, on receipt of
stock details of Cl-V vehs from depots.
(c) For fast processing/action ex-servicemen should apply for extension of time
limit, change of veh or depot to Dte Gen Resettlement (SE), West Block-IV, RK
Puram, New Delhi – 110066 and not to OS Dte because the application for such
requirement are required to be recommended by DGR as per procedure.

NRI Pensioners

  1. Open a non resident Bank Account in any scheduled bank in India.
  2. Execute a Power of Attorney in duplicate on Indian Non Judicial stamp paper of Appropriate value or where no judicial stamp paper is available, on plain paper affixed with adhesive Indian Stamp of Appropriate value. The value of the stamp will be determined with reference to practice as obtained in the place where the power of attorney is executed. The power of Attorney will be executed before Notary Public or Indian Mission abroad. If the power of Attorney is executed before Notary Public, it must be signed in the presence of an official of Indian Embassy/Mission abroad, who should attest the signature of the Pensioner.
  3. If the power of Attorney is executed on a plain paper and not affixed with the adhesive Indian Stamps of appropriate value, the pensioner should write his agent in India advising him to take the same to the Collector within 3 months of its receipt for getting it stamped according to Indian stamp Act.
  4. Submit an arrear claim on IAF (CDA) 651 if the pension has not been drawn for more than one year.
  5. Submit pension claim on IAFA-380(a)
  6. Submit life certificate (IAFA-409) duly attested by a Banker/Magistrate/Minister of Religion/Notary Public or may Gazetted Officer/Authorities of High Commission/Embassy.
  7. Furnish a Nationality certificate on the following lines.

“Certified that the pensioner was an Indian National at the time of his retirement and has not changed his nationality thereafter and become a naturalised citizen of a foreign state.”

In case you are not able to give the Nationality certificate because of change of Nationality and you have become a Naturalised citizen of Foreign State, documentary evidence to that effect indicating the date from which the change took place will be submitted to the PDA and forwarded to the Principal CDA(Pensions) Allahabad.

Dearness Relief (DR)

The rate of Dearness Relief to pensioners/Family Pensioners is revised bi-annually in accordance with the scheme of Dearness Allowance introduced for serving personnel. Dearness Relief is computed with reference to basic pension/family pension of the pensioner. The rates of DR since 1.1.96 has been revised and is available at

AOCEF

Salient features of the AOCEF scheme are as under :-

  • Eligibility. The scheme is applicable to all officers except NCC, TA, MNS.
  • Subscription. Each officer irrespective of rank is required to pay a half yearly subscription of Rs 60/-. The payment of subscription is compulsory and is recovered by the CDA(O).
  • Children Eligible for Benefits. Children, including legally adopted and step children of officers governed by the scheme are eligible for a period of eight years commencing on attaining 10 years of age till completion of 18 years. The scholarship is restricted to two senior-most eligible children only, in the officers entire career. Mentally retarded, physically handicapped children are exempt from this restriction.
  • Payment of Scholarship. Scholarship at the rate of Rs 50/- per month is paid yearly, in arrears, during may each year. Payment is made directly to officers bankers from AOCEF.
  • Payment of One time Educational Grant of Rs15000/= less what is already paid as scholarship so far on attainment of age of 18 years. AOCEF automatically initiates the payment by cheque. You need contact them only if AOCEF fails to intiate the correspondence when time comes.

USI Research Opportunity

General

The Centre for Research has been established at the United Service Institution of India (USI) by the Council of the Institution with the support of the Chiefs of Staff Committee, to conduct independent specialised research and study of policy problems, and suggest options relating to National Security issues and matters concerning the Defence forces, in an objective and non-partisan manner. It will be run by a Board of Management whose members have been appointed by the USI Council.

Chairs

At present, the USI Centre for Research (USICR) awards five fellowships annually based on the recommendations of the three Service Headquarters, DRDO and Ministry of External Affairs (MEA) subject to approval by the Board of Management, for the Field Marshal KM Cariappa Chair, the Admiral RD Katari Chair,the Air Marshal Subroto Mukherjee Chair, the Professor DS Kothari Chair and the Ministry of External Affairs Chair. In due course, it is hoped to increase the scope and content of work at the USICR.

Eligibility

Fellowships are open to all serving personnel who are members of the USI. Subject to the discretion of the Board of Management, these fellowships, together with others that may be instituted, may be awarded to other than Service personnel, including those who are not members of the USI.

Submission of Proposal

A synopsis of the research proposal, in quadruplicate, will be submitted to the Director USI by 31 December every year, either directly or through one of the Service Headquarters, for consideration by the Board of Management. The proposal should contain the focus and scope of the project, a framework in the form of chapterisation, a bibliography, details of field work if any, and the methodology of research; it should indicate the precise contribution which the project is expected to make to the existing body of knowledge on the subject. A copy of the research scholar's bio-data should accompany the proposal. Guidelines for the formulation of research proposals are given at Appendix attached.

In the case of serving personnel, the proposal should be routed through the concerned Service Headquarters; retired personnel may route their proposals through one of the Service Headquarters, or send these directly to the Director, USI, for further action. In cases where the proposals are routed through Service Headquarters, an advance copy of the proposal will be endorsed to the Director, USI.

Processing and Decision on award of fellowship

Service Headquarters concerned will be requested to comment and indicate their recommendations with regard to the proposals pertaining to the respective Chairs, before these are submitted to the Board of Management for consideration.

The Board of Management will examine the proposals, and where necessary, appoint a sub-committee to study them and make recommendations, prior to a final decision. Should the Board consider it appropriate, it may invite potential research scholars to make a brief personal presentation of the synopsis and may suggest modifications if necessary, before a final decision is taken.

After detailed consideration of the various proposals and the recommendations made by the Service Headquarters and by the sub-committee, if appointed, the Board of Management will decide which of the proposals be accepted for the year, and the research scholar apprised accordingly.

Where considered appropriate, Service Headquarters may depute serving officers as research fellows, with the approval of the Board of Management, to either assist the scholars, or conduct independent research.


Scholarship and contingency grants

Commencing from the year 2002-2003 payments as under will be made to all scholars :-

(a) Honorarium. A sum of Rs.12,000/- (equivalent to two months honorarium) only be paid after the scholar completes his initial discussion regarding the progress on research work of the project with a designated member of the Board of Management. This should take place within three months of the commencement of the project. A sum of Rs.30,000/- (equivalent to five month's honorarium) to be paid after presentation of the Project at the USI. The balance of Rs.30,000/-(equivalent to five month's honorarium) be paid on submission of the completed project report and its acceptance for publication.
(b) Contingency Grant. The Contingency grant of Rs.12,000/- per annum be paid to all scholars doing research. The amount be disbursed in four instalments of Rs.3,000/- every quarter.

Scholarships and contingency grants currently provided are from the interest accruing from a corpus set up through contributions from the three Service Headquarters; Defence Research and Development Organisation (DRDO) and the Ministry of External Affairs (MEA). It is hoped that in due course, when additional funds become available, it will become possible for the Director USI to invite research proposals directly from qualified and interested persons, for consideration and decision by the Board of Management.

Conduct of Research

All research projects under this scheme will commence on 01 July every year and be completed within twelve months from the date of commencement. Extension of time will only be accorded in exceptional cases and on the condition that no additional grants will be provided. No major changes to the research design will be made without reference to and concurrence of, the Board of Management.

Research scholars for each project will periodically discuss progress on the Project with a designated member of the Board of Management, who in turn will apprise the Board at its periodic meetings. A certified statement of contingency expenditure will be submitted quarterly, based on which the payment will be made by the USI.

Termination of grants

Should the Board of Management determine that progress on a project is unsatisfactory, or that the provisions of these Rules are being violated, it reserves the right to terminate the grant for the project. In such an eventuality, the research material available at that point in time will be handed over to the Director USI for use by another nominee.

Presentation cum discussion and final report

After nine months into the research project, a presentation should be arranged by the research scholar with the assistance of the USI, to elicit views and opinions that may be relevant to the topic, from experts on related disciplines for preparation of the final report.

The final report will be submitted to the Director USI in triplicate on completion of the project period, but not later than three months thereafter. It should be comprehensive enough to be published as a monograph.

The Board of Management would greatly appreciate the inclusion of the following aspects in the final report:-


(a)Implication for further research

(b)Implications for policy

These should be enunciated clearly and adequately so that they could be brought to the notice of relevant government bodies and/or other concerned authorities.

Publication of the project and copyright

The USICR reserves the right to publish the final report of the project financed by it. Such reports shall be published by the USICR within a year of the acceptance of the report, and the decision to do so will be communicated to the research scholars within six months of the receipt of the report. The copyright of all publications relating to the research project shall vest with the USI.

Once your booking is complete, the Canteen Stores Department will make an indentof purchase and send it to the concerned dealer for processing of the orderand delivery of the vehicle.

Sales tax relief for the Armed Forces

Army Officers Benevolent Fund

Retired army officers who have completed 75 years of age, are entitled to a grant of Rs 50,000.00 from the Army Officers Benevolent Fund.
Kindly share this information among the retired Army Officers in your city. (In case of demise of an officer, during service or later before completing 75 years, this amount is payable to the next of kin immediately after the demise of the officer. It is also applicable to officers settled abroad.)

No formal application is required for claiming the platinum grant. However the retired officers are required to intimate their postal addresses and Bank Account Numbers as and when they enter their 75th year at following address for updating the records :-

Refunds of excess remittance of ECHS subscription over and above the subscription paid should be made as per procedure mentioned at para 27 of CGDA’s ‘Most Important Circular’ No AT/IV/4807/ECHS dated 29 Oct 2003. Extract of the same as follows:-

“The refund of excess remittance of ECHS subscriptions over and above will be afforded by the concerned PCDA/CDA to the beneficiaries on receipt of a pre-receipted contingent bill duly countersigned by the ECHS authorities along with a xerox copy of the MRO.”

This has the concurrence of the MOD.

Additional Note – Dearness Pension
This term came into existence a few months ago, when the Government of India merged a major part of the Dearness Allowance, equal to 50% of the basic pay/ pension, in the pay of the serving government employees and pension of the retired personell.
Dearness Pension is 50% of the basic uncommuted pension, which we started getting wef 01 Jan 1996 (or later if you retired after 01 Jan 1996). For example, the pension of a Brigadier as on 01 Jan 1966, was Rs 9,550.00, the Dearness Pension becomes Rs 4,775.00. Hence in this example the pension plus Dearness Pension = Rs 14,325.00. As per the earlier instructions, a Brigadier had to pay Rs 18,000.00 as the slab then was Rs 7501/- and above. Now, under the revised slab a Brigadier is in the slab Rs 10,001 to 15,000 and thus suppose to pay only Rs 12,000.00. Thus a Brig who has paid Rs 18,000.00 is eligible for a refund of Rs 6,000.00.
